The Australian Government Domestic Security Crisis Plan
The
Australian Government Domestic Security Crisis Plan (AUSSECPLAN) is a national plan under the
Australian Government Crisis Management Framework (AGCMF). The AUSSECPLAN outlines the Australian Government’s mechanisms and coordination arrangements for responding to a domestic security-related crisis.
The AUSSECPLAN details the roles and responsibilities for Home Affairs and other core Australian Government agencies. This includes their support for near-term preparedness, response, and early recovery for domestic security-related crises requiring whole-of-government coordination.
The AUSSECPLAN applies to incidents of:
- violent civil unrest
- foreign interference
- sabotage
- espionage.
It excludes incidents related to terrorism, cyber security, and incidents related to transport, telecommunications, or energy supply and availability.
The AGCMF and AUSSECPLAN designate the following key roles:
- the Minister for Home Affairs as the Lead Minister
- the Head of National Security for Home Affairs as the Lead Coordinating Senior Official
- Home Affairs as the Australian Government Coordinating Agency.
