Overview
This consultation seeks practical, experience-based input from industry to inform the design of a Future Cargo Reporting Model (FCRM). The paper outlines opportunities that were identified through previous engagement with industry and other stakeholders.
Scope of FCRM consultation
This consultation covers the cargo reporting model, including:
- what information is required
- who should provide it
- when information should be provided.
Current reporting arrangements in the Integrated Cargo System continue to support trade and border processes. However, changes in trade volumes, business models and data availability present an opportunity to consider whether existing cargo reporting settings remain appropriate for future needs.
While feedback may identify broader regulatory or technology opportunities, the consultation is not seeking detailed proposals for legislative amendments or system solutions.
Separately, the ABF is exploring cargo system and technology through the Cargo Reporting System Transformation (CRST) initiative. This includes data sharing, industry connectivity and system capabilities that may support cargo reporting approaches and broader cargo systems reform over time. How you can contribute
We encourage insights from all industry sectors involved in the importation and exportation of cargo.
This includes:
- importers and exporters
- customs brokers
- freight fowarders
- depot operators
- cargo terminal operators (CTOs)
- airlines
- shipping companies.
How we will use feedback
Feedback that we receive will help us understand future capabilities and operating models. We will not publish individual submissions as part of the consultation process. However, we will publish an overview of feedback.

This is a discovery and consultation process. It is not a procurement activity or process. Next steps are subject to government consideration and decision-making processes.
