Horizon 1 of the
2023–2030 Australian Cyber Security Strategy (the Strategy) commenced in November 2023 and concluded at the end of 2025.
The
2023–2030 Australian Cyber Security Strategy Action Plan (the Horizon 1 Action Plan) was designed to supplement the Strategy and detailed the key initiatives that commenced over 2023–2025 to put us on a path to achieving our vision to be a world leader in cyber security by 2030.
Our efforts under Horizon 1 addressed critical gaps in Australia’s cyber shields, supported by deep partnerships across industry and government. We established the policy and regulatory settings to achieve further cyber security uplift across Australia under Horizon 2.
All 20 actions and 60 initiatives under the Horizon 1 Action Plan were delivered by the end of 2025. Throughout Horizon 1, the Australian Government and industry worked together to enhance our cyber shields and build our national cyber resilience.
Detail on our achievements and outcomes under Horizon 1 will be released as part of the official launch of Horizon 2 in due course.
