Deputy Secretary
Elissa Walker was appointed as Deputy Secretary, Technology in May 2026.
As Deputy Secretary, Technology she is accountable for driving the department’s technology strategy, delivery and operations, including the integration of data, digital and AI capabilities to support capability uplift, service delivery and national security outcomes.
Previously, she served as Chief Digital Officer and Deputy Commissioner, Digital Delivery at the Australian Taxation Office (ATO). In this role, she was responsible for the ATO’s digital strategy, and a portfolio of large- scale platforms used by millions of Australians. She led the implementation of major transformation programs, including enhancements to digital services, accountability as the Australian Government’s digital identity provider and strengthening digital experiences through domestic and international partnerships. She also held senior roles in the Queensland Government leading digital change.
Before joining the public service, Elissa spent 18 years with a global technology and professional services organisation, leading complex digital and technology transformation programs across the revenue, health, defence and education sectors in Australia and Asia.
She holds a Bachelor of International Business with a specialisation in Mandarin.
