Evidence that the applicant has been usually resident for the five years prior to lodging their application and evidence that that residence commenced on or before 19 February 2016. This must include the date, which you consider you became usually resident.
The place that a person is 'usually resident' is assessed taking into account their physical residence (where the person eats, sleeps, has a home) and the person's intention to make that place their home.
Evidence may include:

- Rates notices
- Utility bills
